本 PR 旨在为 AscendForPyTorch 多个 SIG（特别兴趣小组）的仓库新增 committer：将用户 chengpeng25 的 gitcode_id 添加到 AscendForPyTorch/sigs/ 下各 sig-info.yaml 配置文件的 committers 列表中，以授予其相应仓库的提交权限。此外，在 graph-mode 的 SIG 配置中顺带移除了 torch_npu/utils 这一仓库路径。
主要改动
- 新增 committer 至
coreSIG 配置：在AscendForPyTorch/sigs/core/sig-info.yaml中，为 7 个仓库的committers列表分别添加gitcode_id: chengpeng25。 - 新增 committer 至
distributedSIG 配置：在AscendForPyTorch/sigs/distributed/sig-info.yaml中，为对应仓库的committers列表添加gitcode_id: chengpeng25。 - 更新
graph-modeSIG 配置并调整路径：在AscendForPyTorch/sigs/graph-mode/sig-info.yaml中为仓库committers添加gitcode_id: chengpeng25，同时从该仓库的path列表中删除torch_npu/utils。 - 新增 committer 至
usabilitySIG 配置：在AscendForPyTorch/sigs/usability/sig-info.yaml中，为两个仓库的committers列表分别添加gitcode_id: chengpeng25。
