[libc++][NFC] Use llvm.org/PR to link to bug reports (#156288) We've built up quite a few links directly to github within the code base. We should instead use llvm.org/PR<issue-number> to link to bugs, since that is resilient to the bug tracker changing in the future. This is especially relevant for tests linking to bugs, since they will probably be there for decades to come. A nice side effect is that these links are significantly shorter than the GH links, making them much less of an eyesore. This patch also replaces a few links that linked to the old bugzilla instance on llvm.org.

[libc++] Fix broken precondition of __bit_log2 (#155476) In #135303, we started using __bit_log2 instead of __log2i inside std::sort. However, __bit_log2 has a precondition that __log2i didn't have, which is that the input is non-zero. While it technically makes no sense to request the logarithm of 0, __log2i handled that case and returned 0 without issues. After switching to __bit_log2, passing 0 as an input results in an unsigned integer overflow which can trigger -fsanitize=unsigned-integer-overflow. While not technically UB in itself, it's clearly not intended either. To fix this, we add an internal assertion to __bit_log2 which catches the issue in our test suite, and we make sure not to violate __bit_log2's preconditions before we call it from std::sort.

[libc++] Improve performance of std::atomic_flag on Windows (#163524) On Windows 8 and above, the WaitOnAddress, WakeByAddressSingle and WakeByAddressAll functions allow efficient implementation of the C++20 wait and notify features of std::atomic_flag. These Windows functions have never been made use of in libc++, leading to very poor performance of these features on Windows platforms, as they are implemented using a spin loop with backoff, rather than using any OS thread signalling whatsoever. This change implements the use of these OS functions where available, falling back to the original implementation on Windows versions prior to 8. [libc++] Add the C++17 <memory_resource> header (mono-patch) This patch is the rebase and squash of three earlier patches. It supersedes all three of them. - D47111: experimental monotonic_buffer_resource. - D47358: experimental pool resources. - D47360: Copy std::experimental::pmr to std::pmr. The significant difference between this patch and the-sum-of-those-three is that this patch does not add std::experimental::pmr::monotonic_buffer_resource and so on. This patch simply adds the C++17 standard facilities, and leaves the std::experimental namespace entirely alone. Differential Revision: https://reviews.llvm.org/D89057

[libc++][RFC] Always define internal feature test macros (#89178) Currently, the library-internal feature test macros are only defined if the feature is not available, and always have the prefix _LIBCPP_HAS_NO_. This patch changes that, so that they are always defined and have the prefix _LIBCPP_HAS_ instead. This changes the canonical use of these macros to #if _LIBCPP_HAS_FEATURE, which means that using an undefined macro (e.g. due to a missing include) is diagnosed now. While this is rather unlikely currently, a similar change in <__configuration/availability.h> caught a few bugs. This also improves readability, since it removes the double-negation of #ifndef _LIBCPP_HAS_NO_FEATURE. The current patch only touches the macros defined in <__config>. If people are happy with this approach, I'll make a follow-up PR to also change the macros defined in <__config_site>.

[libc++] Refactor memory allocation in basic_string (#128423) This patch introduces a string-internal API to make the allocation and deallocation the long string simpler. Before this we had a lot of code duplication, so ensuring that things were actually correct was non-trivial.

[libcxx] Map Windows ERROR_NETNAME_DELETED to no_such_file_or_directory (#162257) This fixes spurious failures in std/input.output/filesystems/fs.op.funcs/fs.op.proximate/proximate.pass.cpp on Windows. As part of that test, libcxx tries to open a fake network path such as "//foo/a". Normally, this sets the error ERROR_BAD_NETPATH, which is mapped to no_such_file_or_directory. However occasionally, it can end up setting the error ERROR_NETNAME_DELETED instead. Map ERROR_NETNAME_DELETED to no_such_file_or_directory just like ERROR_BAD_NETPATH is mapped. This makes these cases be treated equally within the create_file_status function in src/filesystem/file_descriptor.h, causing the __weakly_canonical function in operations.cpp to keep iterating, rather than erroring out.

[libc++][Windows] Enable thread::hardware_concurrency to support more than 64 processors (#168229) Starting with Windows 11, processes can utilize more than 64 processors by default, but GetSystemInfo can only report a maximum of 64. Starting with Windows Vista, GetActiveProcessorCount accurately retrieves the total number of processors on the current system. I’ve implemented similar improvements to Microsoft STL. Follow-up patches will format the benchmarks, the test suite and remaining parts of the code. I'm splitting this one into its own patch so the diff is a bit easier to review.
