CMakeLists.txt	Implement Pass and Dialect plugins for mlir-opt Implementation of Pass and Dialect Plugins that mirrors LLVM Pass Plugin implementation from the new pass manager. Currently the implementation only supports using the pass-pipeline option for adding passes.
