[NFC][Py Reformat] Reformat python files in mlir subdir This is an ongoing series of commits that are reformatting our Python code. Reformatting is done with black. [mlir][arith] Rename operations: maxf → maximumf, minf → minimumf (#65800) This patch is part of a larger initiative aimed at fixing floating-point max and min operations in MLIR: https://discourse.llvm.org/t/rfc-fix-floating-point-max-and-min-operations-in-mlir/72671. [MLIR][Python] fix class name of powf and negf in linalg (#97696) The following logic can lead to a class name mismatch when using linalg.powf in Python.
