【优化】增加debug调试日志，info/warning级别日志切换为rank_0输出
需满足需求描述：
打印整体配置信息：
data_collector中的 采集apiname（包括forward_input_data_collect forward_output_data_collect ）
通用信息改为只在rank 0 打印（工具使能成功，落盘目录，自定义注册api等多卡中信息一致）
执行hook信息（包括 forward_pre_hook forward_hook backward_hook ）：
