预期结果：删除上述 API 的中英文独立文档（共 48 个文件），同步清理两种语言的 menu_Pytorch_API.md、torch_npu_list.md、torch_npu-contrib_list.md 和 scrap_API.md 中对应条目，避免残留失效链接。本次仅涉及文档清理，API 实现和运行行为不变。
