1、新增加fused_linear_crocess_ectropy_loss的3个接口
2、文档及测试用例、meta注册后续PR补充，本地ATK验证通过
3、因为可选输出，暂时不结构化适配，等后续结构化适配支持传递at::Tensor()后再进行整改
