💻 需求背景、当前现状、期望实现的功能内容、具体的设计方案、以及测试方案
现状：不支持用户通过msprof命令行的方式采集torch_npu.npu.mstx打点数据，和竞品功能不一致
原因：torch_npu.npu.mstx接口不识别msprof命令行方式，不会调用mstx库接口打点
设计方案：torch_npu.npu.mstx接口增加识别msprof命令行方式，判断用户开启tx开关后，调用底层mstx库接口打点
测试方案：pytorch脚本调用torch_npu.npu.mstx接口，使用msprof --msproftx=on python3 xxxx.py方式采集mstx打点数据
