问题/功能描述
本PR为NPU后端新增了对MLIR编译路径的支持，解决了torch.compile无法通过配置选项或环境变量启用MLIR后端进行算子融合编译的问题，为用户提供了更灵活的编译后端选择。
修改方案描述
核心修改是在torch_npu/utils/_dynamo.py的patch_inductor_wrapper函数中，当检测到npu_backend配置为”mlir”时，设置相应的环境变量并动态导入torch_mlir模块，以启用MLIR编译流程。同时，新增了单元测试文件test/_inductor/test_mlir_enable.py，验证通过options参数或全局配置启用MLIR后端的功能正确性。
