【修改方案】

在 torchnpugen/gen_npu_c_shim.py 的 NPU_UNSUPPORTED_OPS 中新增 aten.scatter_reduce.two。
生成 NPU AOTInductor C shim 时，从 inductor_fallback_ops 过滤该不支持算子，避免为 NPU 当前不支持的 aten.scatter_reduce.two 生成 fallback shim。
该修改仅影响 NPU AOTInductor C shim 生成侧的 unsupported op 过滤逻辑，不改变算子前端接口和运行时调用方式。

已确认 cherry-pick 后分支相对对应基线仅新增 1 个提交。
已确认 diff 仅修改 torchnpugen/gen_npu_c_shim.py，变更内容为新增 aten.scatter_reduce.two_out 到 NPU_UNSUPPORTED_OPS。
已确认本地分支与远端 origin 分支提交一致。
