既然档位有4个，那为什么又用[0-31]设置的值去除以8，根据结果来反推档位，再推时间。除法的结果是整除？带小数？带小数怎么跟档位挂钩呢，不觉得这个方法很绕吗？

当前HCOMM_TA_CTP_UB_TIMEOUT 超时时间是按照整除方式来计算，0-7 为0档，8-15为1档，16-23为2档，24-31为4档；分别对应相关时间；
