背景

Cummin 算子（1 输入 2 输出：y、argmin）缺少完整的 GE 图层推断。当前实现仅注册了单输入单输出工具 InferShape4Elewise，无法保证第二个输出 argmin 的 shape；且未注册 InferDataType，输出 dtype 无法在构图阶段推导。

影响

• 构图/图编译阶段无法正确推导 y 与 argmin 的 shape 和 dtype，可能导致构图失败或运行时错误；
• 与仓库内其它已补齐 infershape/inferdtype 的算子不一致。

期望

1. 补充 InferShape：y 与 argmin 的 shape 均与输入 x 一致（支持动态 shape 与未知 rank 透传）；
2. 补充 InferDataType：y.dtype 跟随输入 x，argmin.dtype 固定为 int32；
3. 补充 op_host UT，覆盖同 shape、标量、动态（-1）、未知 rank（-2）以及 float/float16/bf16/int32 dtype 场景。
