refactor(rules): shrink always-loaded .claude/rules/ context (Task 124.1) .claude/rules/ held 19 unconditionally-injected governance files totalling ~103.2KB every session. Reclassify each file into 3 buckets and act on them: - Always-necessary governance (self-audit, commit-safety, workflow-test-wiring, autonomous-confirmation-scope, shared-file-discipline, skill-editing): keep in .claude/rules/, content unchanged, but extract "why this rule exists" narrative and illustrative templates into docs/rules/governance-rationale.md and docs/rules/skill-editing-templates.md to fit the always-loaded set under budget. - Situational large rules (github-release, versioning, cursor-cli-only, codex-cli-only, cross-repo-handoff, migration-policy, retired-alias-policy, active-watching-test-policy, cc-update-policy, version-drift): move full content to the owning skill's references/ or docs/rules/, replace the .claude/rules/ file with a 5-line pointer stub so existing links keep resolving. - Retired: v3-architecture.md moved to .claude/memory/archive/ (historical record, no longer an active rule); command-editing.md deleted (already DEPRECATED since v2.17.0, superseded by skill-editing.md). Registered in templates/registry/retired-aliases.v1.yaml per retired-alias-policy. Fixed internal cross-references broken by the moves (v3-architecture.md path in migration-policy.md, relative links in active-watching-test- policy.md, migration-policy.md path in cross-repo-handoff.md) and added a .gitignore negation so the archived v3-architecture.md stays tracked.
