revert(tui): /provider setup focuses a configured provider, no rekey prompt A prior commit in this branch made `/provider setup <name>` open key entry even when a key was already stored. Two tests name that contract explicitly — `setup_catalog_focuses_configured_provider_without_rekeying` and the key-entry matrix — and the picker already advertises `R edit key` as the rekey affordance in its footer. Focusing the row is the intended behaviour. Restores the `&& !selected_has_key()` guard and drops the test that encoded the wrong contract. The plugin-MCP naming fix from that commit stands.
