docs(admin): give web/admin/AGENTS.md headroom under agents-md-lean It was 1363/1500 bytes, 137 from the failure that took main red today (#11409/#11410) and blocks every PR touching any AGENTS.md. The networking and revenue-metrics detail moves verbatim into web/admin/docs/data-contracts.md with the two top-level rules and a pointer left behind. No information lost.
