test_qwen3_sdnq_loader.py	feat(models): bundle encoder tokenizers and configs instead of fetching them Vendors the Qwen3-VL, Qwen2.5-VL and Qwen3 tokenizers and architecture configs, so single-file and GGUF Qwen encoders load with no network access and their architecture constants no longer depend on a third-party repo staying unchanged. Removes the silent empty-conditioning failure a half-populated HuggingFace cache produced, and refuses a local install whose tokenizer lost its vocabulary instead of generating from no conditioning. Also fixes reference images being silently downscaled to transformers' default pixel budget, a per-generation tokenizer rebuild that bypassed the model cache, and a missing package-data entry that kept the MiniMax H3 encoder config out of the wheel.
