external_resource_loader.cc	[Refactor] Report resource loading failures from native request owners Move local and external script error reporting from platform resource loaders to ExternalResourceLoader so each request reports through its own runtime. Populate resource URL and root cause metadata, and keep bytecode failures silent for fallback. Report script failures before checking the response promise so failures arriving after a timeout are still reported while the loader is alive. Use weak loader references in callbacks and remove obsolete platform error receiver wiring.
