BUILD.gn	[Feature][BugFix] Add a reusable desktop HTTP service - Move the Darwin HTTP implementation into the shared embedder layer, add a WinHTTP implementation, and register both desktop explorers. - Reuse the host process service center so fetch dispatch resolves the registered HTTP service. - Export the Trail service C APIs on macOS so the companion services library resolves them without linking a duplicate service implementation. - Sequence ArrayBuffer conversion before consuming its output length to avoid unspecified argument evaluation order.
