[Optimize] Refactor CSSValue with more compact struct size and use `base::LinearFlatMap` with consecutive-key-policy for StyleMap CSSValue has been refactored, changing its internal data storage from `lepus::Value` to a self-managed tagged type. Meanwhile, several member variables used for handling CSS Variables are now managed using the new `BundledOptional` base type. Structure size is optimized from 64b to 32b. Meanwhile, `StyleMap` is no longer using `LinkedHashMap` and being changed to `LinearFlatMap` with `MapKeyPolicyConsecutiveIntegers`. [Infra] Add generate-changelog and release-changelog actions in lynx This patch adds two new GitHub Actions for Lynx: generate-changelog and release-changelog, as well as a configuration file `cliff.toml` for generating changelogs with git-cliff. - The generate-changelog action supports passing in a starting Git reference (tag name or commit hash, excluded), an ending Git reference (tag name or commit hash, included), the path to the configuration file, the output path for the changelog, and the working directory. It generates the changelog accordingly. - The release-changelog action supports passing in the release version and the path to the changelog file. If the changelog exceeds the 125,000 character limit, it truncates it and then automatically publishes the release using `ncipollo/release-action@v1`.
