scroll	fix(agent): phase horizontal thumb-wheel scroll when smoothing is off (#1689) Emit unsmoothed horizontal HID++ ticks inside a phased gesture and close it after 120 ms idle. Preserve the first input across idle smoothing changes and separate queued gestures whose timestamps exceed the idle window.
