Various cmake fixes. Previously Python executables were not targets and were built during configuration. Now they're built using a custom command that invokes a new Python script, cmake/macros/shebang.py. On Windows a second custom command also uses this script to build a CMD file to run the target, essentially acting as a unix shebang. Both of these custom commands are dependencies of a new custom target FOO where FOO is the executable name. pxr/CMakeLists.txt invokes two functions, pxr_setup_python and pxr_setup_plugins. Both of these functions install files using the CODE form to write known content. However, they did not ensure that the parent directories existed so now there are additional installs DIRECTORY commands to create them. pxr_katana_nodetypes also had the same mistake and gets the same fix. To make the Visual Studio (or Xcode) projects look a little better the new targets have a FOLDER property to pair them with their directory. This required fixing up the CMakeLists.txt files for the Python executables to indicate just what those directories are. We should have been doing this anyway.
