feat(den): Automations on by default with org Desktop and Cloud switches (#6440) * feat(den): Automations on by default with organization Desktop and Cloud switches DEN_AUTOMATIONS_ENABLED now defaults to true (Helm and Terraform too); an explicit false still turns Automations off for the install. Behind organizationAutomationSettings (off), organization admins turn Desktop Automations and Cloud Automations off separately in Settings. Cloud needs the deployment's headless runner. A turned-off kind cannot be created, its desktops get no work, and scheduled runs are skipped; existing Automations are kept.
