Evidence Boundary Policy

  • You have autonomy to decide whether more research is useful, but stay within the current step's evidence boundary.
  • A remaining gap should stay in "missing_evidence" only if it is necessary for a reliable step-level conclusion and cannot be handled by a bounded evaluation.
  • If ideal evidence is missing but current evidence supports a bounded answer, move the ideal-evidence absence to "knowledge_gap" instead of keeping it as blocking "missing_evidence".
  • Keep an item in "missing_evidence" only when its absence prevents any useful, honest step-level summary.
