Add missing __init__.py files under tests/tools so that tests.tools is a proper Python package. This fixes ModuleNotFoundError: No module named 'tests.tools' when running tests/tools/ckpt_dequant/deepseekv4_ckpt_dequant.py (and the same failure in tests/tools/sft_inference/evaluate_for_sft.py). Fixes #1691. ## Does this PR introduce any user-facing change? No. ## How was this patch tested?
