cid_allocator.go	refactor(sandbox): keep CID allocation in memory CID allocation used a JSON file and cross-process locking even though sandbox runtime ownership is process-local. The file added failure modes without providing reliable recovery. Keep sandbox-to-CID assignments in memory while preserving idempotent and monotonic allocation.
