Changes

Per operator (Celu, DataFormatDimMap, ApplyProximalGradientDescent):

1. def-driven dtype (item 7)

• tiling_key.h: ASCENDC_TPL_DATATYPE_DECL → ASCENDC_TPL_UINT_DECL
• kernel .cpp/apt.cpp: template → template , use DTYPE macro
• tiling_arch35.cpp/tiling.cpp: ASCENDC_TPL_SEL_PARAM no longer passes dtype value

2. InferShape/InferDataType separation (item 8)

• Delete op_host/*_infershape.cpp (InferShape reused from canndev runtime)
• Create op_graph/*_graph_infer.cpp with IMPL_OP().InferDataType() registration
• InferDataType logic: output dtype = input[0] dtype

3. Celu dynamic GEIR example added (item 5)
