PR功能描述 / 为什么需要这个合入**:
将 CCU 数据面从 hcomm 仓迁移到 asc-comm 仓,实现通信数据面在 asc-comm 的独立承载与交付:
src/ccu165 个文件、include/ccu17 个头文件),跨 SO 边界只传 POD、handle 和 C 回调libasccomm_ccu_dataplane.so与 pkg_inc 头;本仓以构建挂接方式成为 asc-devkit 的构建子工程(源码仓独立、同级放置),编译期不依赖 hcomm 源码树或已安装 hcomm 头文件;跨 SO ABI 头原样保存在include/hcommexamples/ccu并重命名(all_to_all / all_to_all_vc / all_to_allv 等,共 112 个文件),build.sh新增 CCU UT 的 CTest 挂接与覆盖率收集tests/ccu97 个文件),并修复桩库 CXX11 ABI 不一致导致的段错误该PR关联的issue
