描述
针对原本使用本地维护的打包脚本（
scripts/package/目录下）进行软件包构建。这种设计存在维护成本高、脚本重复、与其他工程不一致的问题。随着构建系统的演进，现在需要：
本次重构将本地打包脚本迁移至工程公共维护的CANN公共构建脚本，通过
fetch_cann_cmake机制引用，同时保持构建功能不变。具体变更：
scripts/package/common/目录下所有Python脚本（filelist.py、packer.py、pkg_parser.py、version_info.py等）scripts/package/common/sh/目录下所有Shell脚本（common_func*.inc、install_common_parser.sh等）scripts/package/latest_manager/目录scripts/package/package.pycmake/makeself.cmakecmake/fetch_cann_cmake.cmake，将CANN_CMAKE_TAG从master-002升级至master-007cmake/package.cmake，将脚本引用从本地路径改为${CANN_CMAKE_DIR}公共路径set_cann_cpack_config函数cmake/version_info.cmake，将构建输出路径从${CPACK_CMAKE_BINARY_DIR}改为${CMAKE_BINARY_DIR}关联的Issue
