变更摘要
此 PR 移除了 version.cmake 中的冗余运行时依赖声明。具体来说，删除了 set_cann_run_dependencies(opbase "CUR_MAJOR_MINOR_VER") 这一行，以修复在 ops 包为 8.5.0 版本场景下安装 9.1.0 版本的 toolkit 时，devkit 子包错误地对 opbase 版本产生依赖提示的问题。

opbase运行时依赖声明: 在version.cmake中删除了set_cann_run_dependencies(opbase "CUR_MAJOR_MINOR_VER")调用，解除了 toolkit/devkit 子包对opbase包的冗余运行时版本依赖。
