本 PR 新增了 asc_copy_l0c2l1 接口及其实现，用于支持从 float 源数据到 half 和 bfloat16_t 目标 buffer 的 L0C 到 L1 拷贝场景。改动通过在公开头文件、内联封装层和底层实现层分别补齐 half float 与 bfloat16_t float 两个重载，底层统一调用 copy_matrix_cc_to_cbuf 完成数据搬移。

主要改动

• 新增 asc_copy_l0c2l1 公开接口声明：在 include/c_api/cube_datamove/cube_datamove.h 中新增 half/float 与 bfloat16_t/float 两组 asc_copy_l0c2l1 声明，扩展了 L0C 到 L1 拷贝的对外可用类型。
• 新增内联封装重载：在 impl/c_api/instr_impl/npu_arch_3510/cube_datamove_impl.h 中新增对应的 asc_copy_l0c2l1 重载，作为转发层调用底层 asc_copy_l0c2l1_impl。
• 新增底层实现重载：在 impl/c_api/instr_impl/npu_arch_3510/cube_datamove_impl/asc_copy_l0c2l1_impl.h 中新增 asc_copy_l0c2l1_impl 两组重载，在 ASC_IS_AIC 条件下调用 copy_matrix_cc_to_cbuf，并将 quant_pre_mode、quant_post 分别转换为 QuantMode_t、QuantMode_post 类型。
