变更摘要
本 PR 旨在修复 asc-devkit 打包时误将 HCCL 内部头文件一起安装的问题。由于 internal/hccl.h、internal/hccl_mc2.h 与 HCCL 包安装到相同目标路径，安装 asc-devkit 后可能覆盖 HCCL 提供的同名头文件，两仓版本不一致时会产生编译或兼容性风险。该改动主要聚焦于移除 asc-devkit 对这两个内部头文件的安装规则与打包声明，同时保留源码头文件供 asc-devkit 自身编译使用，并保持 hccl_msg.h、hccl_tiling_msg.h 及 include/version 的现有打包行为不变。
主要改动
- 移除
include/hccl目录安装声明: 在AscHcclLib.xml的dir_info中删除<path value="$(TARGET_ENV)/include/hccl" install_type="devel"/>，不再将该目录作为 devel 类型安装项打包。 - 移除内部头文件打包规则: 删除对应的
file_info配置项，该配置原会将hccl.h、hccl_mc2.h从$(TARGET_ENV)/include/hccl拷贝并安装到目标include/hccl路径，从而避免覆盖 HCCL 包提供的头文件。 - 保留既有打包行为:
hccl_msg.h、hccl_tiling_msg.h（adv_api/hccl/internal）与include/version的安装/打包逻辑不受影响，继续随包发布。

验证
git diff --check通过AscHcclLib.xmlXML 解析通过bash build.sh --pkg -j32，编译打包通过cann-asc-devkit_9.2.0_linux-x86_64.run，确认冲突头文件和对应安装清单不存在adv_api/hccl/internal仍包含hccl_msg.h、hccl_tiling_msg.h未实际安装
.run，未执行 NPU 运行时用例。
