为后续 515 张 Runtime API 卡登记 7 个领域中立的功能标签，使其能按资源生命周期、查询、错误处理、跨进程、回调、核任务和 C++ 接口过滤。关联 RFC #73。
本 PR 共 4 个文件、1 个 commit：更新 Registry（含 checkpointing 的状态快照说明），在现有治理与索引测试中各补 1 项参数化单测，并记录当天日志。515 张 API 卡及 3 条检索场景已拆为 PR !185，两个 PR 并行检视，先合入本 PR，再合入 !185。
验证
bash check.sh：全量单测 420 项，417 通过、2 失败、1 跳过。基线219cc7c5复现。
