两步索引迁移的第 2 步：仅提交 85 个再生成的 index.md 与本工作流日志。索引摘要生成器与 9 项回归测试已经 PR #67（0fe7f05d）先行合入 master；本 PR 不含代码改动，基于 0fe7f05d rebase。
1. 索引导航摘要再生成（85 个 index.md）
{目录名}.md优先、overview.md次之）description 领衔 + 示例标题；"共 N 张知识卡"统一递归计数、按一级子目录统计分布（深层嵌套计数修复涉及 37 个目录）。sync-indexes的确定性输出（apis/simd_api、simt_api、utils_api、guides 子树）。2. 工作流日志
logs/2026-09-22.md：沿用此前两侧合并版，对 master 侧纯新增；logs/2026-09-24.md：本工作流日志（master 侧无此文件）；logs/2026-09-28.md：按时间降序合并 PR #67 侧 [03:39]/[07:24] 条目与本分支 [09:26]/[17:00] 条目。验证
governance/contracts/indexes.py、evals/test_governance.py与本工作流开发版本逐字节一致（diff 为空）；sync-indexes --check：662 索引 85 stale，与 PR #67 日志记录一致；sync-indexes --check预期 0 stale。
