PR #58 同时修改索引生成器和 85 个
index.md，在当前 CI 的受信快照机制下，旧 master 生成器会把新索引判为 stale。维护者已接受短暂窗口期，因此先合入生成器代码，再由 PR #58 合入再生成索引。本 PR 将 PR #58 中的
governance/contracts/indexes.py和evals/test_governance.py原样提前合入：摘要优先使用目录概述卡，并正确统计一级子目录及卡片数。同时在AGENTS.md规定新增或修改的索引导航以中文表述，保留必要技术标识原文；当天日志记录此次分步迁移。本 PR 不修改任何knowledge/**/index.md，也不修改.gitcode/。本地验证：索引摘要 9 项单测通过；两份 Python 文件与 PR #58 当前版本的 Git blob 完全一致；
git diff --check通过。由于索引留待第二步，使用新生成器检查当前旧知识树会报告预期的 85 个index.stale，因此此阶段的bash check.sh不能通过；严格 Lint 的 85 项 Finding 均为index.stale，没有其他问题。当前环境未安装ruff，未执行该项本地检查。合入顺序：
logs/2026-09-28.md冲突，并把日志中旧的“原子单 PR / CI override”叙述改为实际两步方案。此时两个 Python 文件已由本 PR 提前合入，#58 应主要剩余 85 个再生成索引和相应日志。/compile与bash check.sh，确认新索引和新生成器自洽后尽快合入，结束窗口期。变更类型
