ops-registry-invoke新增 8 个专用 agent，覆盖需求分析、spec 生成、方案设计、kernel 开发及对应校验。vendor/cannbot-skills/ops中的既有技能，包括 registry invoke template 和 blaze best practice。op-develop.yaml：18 个任务先读取$USER_PROMPT；需求/spec/设计阶段绑定专用 executor/verifier；setup-op-package改为先加载 registry template，再初始化 add 算子工程并构建/安装到 dev-package。验证
ops-spec-gen/blackbox-tester/ops-ttk/whitebox-tester测试：347 passed。ruff check --select E,W,F,I --line-length 120通过。op-develop.yaml解析通过；18 个目标任务的approach[0]均为read $USER_PROMPT first.。SKILL.md存在。
