变更摘要

本次变更是一次纯删除型重构，目标是清理 inc/common/ge_rts_decl.h 中生产代码已不再使用的日落接口声明与类型定义，并同步移除依赖这些符号的测试桩实现，不改变任何运行时行为。删除内容包括 rtVectorCoreKernelLaunchWithHandle、rtVectorCoreKernelLaunch 两个 RTS_API 接口声明，以及 rtPlaceHolderInfo_t、rtCpuKernelArgs_t 两个类型定义（生产侧已改用 aclrtPlaceHolderInfo 等新接口）。同时清理了 tests/depends/runtime 与 tests/framework/ge_runtime_stub 中对应的桩方法与构造函数。

主要改动

• 删除日落接口声明: 从 ge_rts_decl.h 移除 rtVectorCoreKernelLaunchWithHandle、rtVectorCoreKernelLaunch 两个 RTS_API 函数声明，以及 rtPlaceHolderInfo_t、rtCpuKernelArgs_t 两个结构体类型定义。
• 清理 runtime stub 实现与虚方法: 在 runtime_stub.cc 中删除上述两个接口的桩函数定义，在 runtime_stub.h 中同步删除 RuntimeStub 类内对应的两个 virtual 方法。
• 清理 ge_runtime_stub 未调用构造函数: 在 ge_fake_launch_args.h/.cc 中删除使用 rtCpuKernelArgs_t、rtPlaceHolderInfo_t 的两个 GeFakeLaunchArgs 构造函数声明与实现。
