描述
修复 BitwiseAnd 等声明不支持 scalar input 的 codegen 校验漏拦截 ScalarData 的问题。
本次将
ScalarData纳入IsNodeHasScalarInput/IsNodeFirstInputScalar判定，使不支持 scalar input 的节点在CheckGraphValidity阶段提前失败，避免继续生成非法 AscendC 代码并在设备编译时报ScalarData[0]语法错误。变更类型

如何测试
描述测试此变更的步骤和前提条件：
cmake --build build --target aihac_codegen -j 8通过。sh build.sh -u --module=autofuse_framework -j 8本地因 CANN 环境缺失SkSystemArgs/latestversion.info 阻塞，已记录在其他信息中，完整 UT 依赖 CI 流水线验证。核对清单
其他信息
本地完整 framework UT 未完成，环境报错如下：
sk_entry.asc:no type named 'SkSystemArgs' in namespace 'sk'/usr/local/Ascend/ascend-toolkit/latest/share/info/*/version.info does not exist本 PR 仅修改 scalar input 判定和新增 codegen graph check 单测，不涉及运行时 ABI/API。
