描述
实现独立的纯 Python 多流规划模块
multistream。调用方使用 MiniDAG 描述算子依赖，通过plan()获取节点流 ID 和所需流数，再自行创建流、安排任务和同步。本 PR 只包含一个提交：
75b30d23 feat: 实现纯 Python 多流规划，共 18 个文件：pyproject.toml包配置。UT/ST、文档、覆盖率配置、构建交付和 CI 接入统一放在 PR !2474。

如何测试
multistream/，使用已安装 dev 依赖的 Python 环境执行python -m pytest tests/ut tests/st -q：291 passed，4 subtests passed。6dbc123f完全一致；git diff --check通过。核对清单
其他信息
两个 PR 的分支都直接从
cann/graph-autofusion:develop创建，互不包含对方的新增提交，改动文件也不重叠。合入顺序：先 !2473，再 !2474。本 PR 合入时尚不包含测试和文档，检视时请结合 !2474 的验证内容。
opencann !5 保留完整版本用于线上 CI 验证；本地测试通过不代表线上 CI 已通过。原 !1920 保留供查阅历史讨论。
