描述
本RFC提出一套以 HcclAlgorithm 为静态算法描述、以 OpsExecutor 为通用解释器、以 Template 为单层执行单元、以 Primitive 为通信计划生成器的 HCCL 重构方案。方案通过递归算法树描述 Sequence、Parallel、Concurrent 和 TwoShot 等组合，通过 ranksForInputData/ranksForOutputData 传递逻辑数据归属，并建立 Input → CCL Buffer → ... → CCL Buffer → Output 的统一内存与数据流模型。

测试
已验证AllGather算子的sole、concurrent、sequence、parallel executor的功能与性能，与原方案持平。
