本 PR 用于修复 HCCL 软件目录重构（与软件架构保持一致）后遗留的目录归属与路径引用问题：将 physical_level 模块（通过 HCOMM Rank Graph 接口获取物理拓扑信息并构建 topoInfo->physicalLevels，属于拓扑信息获取、转换与初始化能力）从 src/ops/op_common/algorithm/topo_match/ 归位迁移至 src/ops/op_common/topo_info/，同步调整 CMake 构建归属，并修复 experimental 中英文 README 中未随重构同步更新的旧 src 路径引用。涉及 3 个源文件纯目录迁移（内容不变）、2 个 CMakeLists 的源文件归属调整及 2 个文档的路径修正。

主要改动

• physical_level 模块文件目录迁移：将 physical_level.h、physical_level_build.cc、physical_level_normalize.cc 三个文件从 src/ops/op_common/algorithm/topo_match/ 迁至 src/ops/op_common/topo_info/，为纯目录迁移，源码内容不变，使模块随职责归位后由 topo_info 统一管理。
• CMake 构建归属同步调整：将 physical_level_build.cc、physical_level_normalize.cc 从 src/ops/op_common/algorithm/topo_match/CMakeLists.txt 的源文件列表中移除，并加入 src/ops/op_common/topo_info/CMakeLists.txt，两个源文件仍各编译一次，编译目标与链接关系不变。
• experimental 文档旧路径修复：更新 experimental/ops/all_reduce/example/README.md 与 README_en.md，各修复 6 处（共 12 处）重构后未同步的 src 路径引用，包括 executor/ → algorithm/executor/、template/ → algorithm/template/、op_common/executor/ → op_common/algorithm/executor/、op_common/template/ → op_common/algorithm/template/，仅修正主链路路径，未改动 experimental 自身目录结构与 selector/ 等未迁移路径。
