变更摘要

本次变更针对 hccl/experimental/ops/all_reduce/example 实验特性示例，为 InsV2AllReduceExperimentalSoleExecutor 增加 IsExampleEnabled() 守卫，使其在实验特性未启用时跳过算法选择；同时在文档中补充了通过 npu-smi 工具绕过 CMS 验签的说明，以解决自编包无法通过 CMS 验证的问题。

主要改动

• 新增 IsExampleEnabled() 守卫方法：在 ins_v2_all_reduce_experimental_sole_executor.h 中声明、并在同名 .cc 中实现 IsExampleEnabled()，通过编译期常量 exampleEnabled 与环境变量 HCCL_EXPERIMENTAL_EXAMPLE（需为 true）共同判断实验示例是否启用。
• CalcCostCoeff 增加启用判断：在 InsV2AllReduceExperimentalSoleExecutor::CalcCostCoeff 入口处调用 IsExampleEnabled()，未启用时输出 HCCL_WARNING 并返回空结果 {}，从而在算法选择中跳过该示例算法。
• 补充绕过 CMS 验签文档：更新 all_reduce/example 下的 README.md 与 README_en.md，加入使用 npu-smi 工具绕过 CMS 验签的方法以及 IsExampleEnabled() 相关说明。
