该 PR 修复打包过程中 7 个 aicpu 公共头文件在 pkg_inc/aicpu_common/ 下重复安装的问题：这 7 个头已由 aicpu_headers_src 规则扁平安装到 include/aicpu/，因此本 PR 在 cmake/package.cmake 中通过 PATTERN EXCLUDE 排除它们，并同步从 scripts/package/opbase/opbase.xml 的 file_info 清单中移除对应条目，使安装规则与清单保持一致（前序 PR #829 被 revert 后重新提交，编译打包、安装、卸载均已验证通过）。
主要改动
cmake/package.cmake增加排除规则: 在安装aicpu_common_public目录的install(DIRECTORY ...)中新增 7 个PATTERN ... EXCLUDE，排除cpu_attr_value.h、cpu_tensor.h、cpu_tensor_shape.h、cpu_context.h、cpu_types.h、cpu_kernel.h、cpu_kernel_register.h，避免其再次安装到pkg_inc/aicpu_common/，并添加注释说明这些头已由aicpu_headers_src安装到include/aicpu/。opbase.xml的context/common块移除条目: 从file_info中删除cpu_context.h、cpu_kernel.h、cpu_kernel_register.h、cpu_types.h4 个文件条目。opbase.xml的context/cpu_proto块移除条目: 从file_info中删除cpu_attr_value.h、cpu_tensor.h、cpu_tensor_shape.h3 个文件条目，使打包清单与cmake/package.cmake的排除规则保持一致。

cmake/package.cmake中通过PATTERN EXCLUDE排除7个aicpu公共头文件不再安装到pkg_inc/aicpu_common/下（已由aicpu_headers_src扁平安装到include/aicpu/），同步从opbase.xml的file_info块中移除这7个文件条目，保持清单与安装规则一致。
