ExtractGlimpseV2,UpsampleBicubic2d 支持 Ascend950 实现 SIMT
ExtractGlimpseV2：从输入的特征图（Feature Map）中，根据给定的中心点坐标和窗口大小（尺寸），截取出一块局部区域（Glimpse）。
UpsampleBicubic2d：双三次插值上采样算子（Bicubic Interpolation Upsampling Operator），用于将图像或特征图在空间维度（高度和宽度）上放大。
