描述
使用AscendC对TBE实现的SignBitsPack算子进行重构，实现了AscendC实现的SignBitsPack算子对Atlas A2 训练系列产品/Atlas 800I A2 推理产品/A200I A2 Box 异构组件硬件的适配。
