Huawei-owned copyright and license headers in the ops-ras repository need to use a consistent, auditable year expression. Legacy years, year ranges, and dynamic year placeholders should be normalized to the single year 2026.

PR #66 implements this normalization across the repository and updates the relevant copyright header generators.

• Preserve third-party copyright years, license text, documentation content, and unrelated code behavior.
• Validate that all 474 Huawei copyright records contain exactly one year equal to 2026.
• Confirm that the diff contains no third-party copyright changes.
