The repository does not provide a complete English documentation path corresponding to its project-level documentation and detailed operator documentation.

English versions are needed for the project overview, contribution process, security guidance, changelog, documentation center, quick start, installation and compilation guides, operator invocation, operator development, debugging and tuning, basic concepts, operator lists, and aclnn API lists.

• English readers do not have a complete root-level entry point for understanding and contributing to the project.
• Detailed English guides are incomplete for installation, compilation, invocation, AI Core and AI CPU development, graph-mode adaptation, cross-platform migration, simulation, debugging, and performance tuning.
• English reference material is incomplete for data types, data formats, broadcasting, type conversion and promotion, quantization, sparsity, non-contiguous tensors, return codes, operator lists, and aclnn APIs.
• Supporting figures and navigation are not available as a complete English documentation set.

The associated PR adds the missing English project-level documents, detailed guides, reference documents, navigation files, and supporting figures.
