本次变更为纯文档更新，目的是为示例工程补齐英文译稿。新增了 examples/README_en.md、examples/fast_kernel_launch_example/README_en.md 以及 .gitcode/PULL_REQUEST_TEMPLATE.en-US.md，并在已有的 examples/add_example/README_en.md、examples/add_example_aicpu/README_en.md 中补入中英文语言切换入口行，使仓库英文文档体系与中文文档对齐。
主要改动
- 新增示例总览英文文档:
examples/README_en.md提供 AI Core 与 AI CPU 算子的概览说明、add_example与add_example_aicpu的目录结构注释，以及包含fast_kernel_launch_example的算子开发样例表格，链接指向../docs/en/develop/aicore_develop_guide.md、aicpu_develop_guide.md等英文文档路径。 - 新增 PyTorch 快速开发样例英文文档:
examples/fast_kernel_launch_example/README_en.md描述环境依赖（GCC、Python、PyTorch>=2.6.0、TorchNPU）、python3 -m build --wheel -n构建与安装步骤、torch.ops.ascend_ops.add快速上手示例，以及新增算子的开发流程（schema 注册、Meta 函数、AscendC kernel、RunOpApi调用注册）。 - 新增英文 PR 模板:
.gitcode/PULL_REQUEST_TEMPLATE.en-US.md对应 zh-CN 模板，包含 Description、Related Issue、Tests、Documentation Update、Type Label 等章节，供英文提交者使用。 - 补充语言切换行: 在
examples/add_example/README_en.md与examples/add_example_aicpu/README_en.md标题后加入English | [简体中文](./README.md)链接行，与新增总览文档的头部格式保持一致。

1. CLA Signing
