本次修改完成 Transformer 相关算子的 Legacy 原型整改：
• 为 DequantRopeQuantKvcache 原型增加去重宏。
• 为 RopeQuantKvcache 原型增加去重宏。
• 修复 DequantRopeQuantKvcache 原型文件末尾缺少换行的问题。
• 未修改 common 目录，也未迁移缺少有效原型来源的 Moe 算子代码
