变更摘要
该 PR 主要修复静态库编译打包时安装条件判断错误的问题。在 cmake/static.cmake 中，将静态库文件安装（install）的开关条件由 ENABLE_PACKAGE 改为 ENABLE_BUILD_PKG，使打包流程与实际的构建打包开关保持一致，确保在启用构建打包时能够正确将生成的静态库（lib${OPSTATIC_NAME}.a）安装到指定目录 static_library_files/lib64。
主要改动
- 修正打包开关判断：将
cmake/static.cmake中安装静态库的条件从ENABLE_PACKAGE改为ENABLE_BUILD_PKG，修正了编译打包场景下静态库安装条件判断不匹配的问题。 - 确保静态库正确安装：在
ENABLE_BUILD_PKG开启时，将bin_tmp/${compute_unit}目录下生成的lib${OPSTATIC_NAME}.a安装至${CMAKE_BINARY_DIR}/static_library_files/lib64，保证静态库产物在打包流程中被正确收集。
