| voice_asr: stabilize continuous recognition
Resolve realtime ASR restart stalls by bounding streaming decode work and
limiting initial pre-roll to the 0.5 second default.
Keep robot_config and voice_asr defaults aligned, add audio capture stall
recovery, and make shutdown resilient to repeated interrupts.
